- play-services-cast-framework 22.3.1 -> 23.0.0
- Spotless 8.10.3 -> 8.10.4

Held back on purpose: material3 stays on 1.12.0-alpha03 (the newest build
for CMP 1.12.x; 1.13 alphas follow CMP 1.13), appfunctions stays on alpha09
(appfunctions-service has no newer release), commonmark/autolink stay in
step with richtext, and pre-release-only artifacts are not moved to newer
pre-releases.
