Claude 2764566367 chore: follow-ups to the 443 fix — repost guard, KDoc, census README ...

Keep reposts of legacy 443 KeyPackages hidden like the other card-less
kinds, correct the KDoc of the now 30443-only subscription filters, and
mark the 443 and Ditto items in the census README as done.
