Four PRs broke main on 2026-10-18 with JVM-only APIs in shared code
(HashMap.putIfAbsent, Dispatchers.IO without the common import, the stdlib use
on skia and okio types). The pre-push hook only ran JVM and Android tests, which
accept those, so every push passed it.

- pre-push now runs verifyKmpPurity and the commonMain metadata compiles from
  CI's lint job, plus :commonsUI:compileSkikoMainKotlinMetadata, which catches
  the skiko break that otherwise only test-commonsui-ios saw. A broken
  putIfAbsent now fails the hook in about 30 s, before the tests run.
- CI's lint job runs the skikoMain metadata compile too, so hook and CI match.
- installGitHook wrote into a worktree's own gitdir, where git never reads
  hooks; it now resolves the shared hooks directory through `commondir`.
- AGENTS.md and the ngit-pr skill: refresh the hook per checkout, run it by
  hand before ngit send or a merge, and merge only on green CI.
