Claude f471c09a39 fix: audit of the draft deletion race fix ...

- Skip a draft whose note has moved on to a newer version while it
  decrypted: a recipient changed on another device put the note in the
  old room as well as the new one.
- Check again before the signer decrypt too, so a draft deleted during
  the prefetch wait no longer costs an external-signer prompt.
- Read the deletion index through the injected cache.
- Sign a draft's deletion through signDraftDeletion, which e-tags the
  draft itself instead of its empty replacement, for relays that apply
  `e` deletions but not `a` ones, and is now covered by tests.
