Claude 119a1bc92c docs(commons): settle option B and add the local relay management screen ...

The embedded relay stores every event the app receives from relays, through
a hook in LocalCache that skips decrypted DM contents and events read back
from the local relay. Because the store now holds events from auth-gated
sources, the exposed socket requires NIP-42 auth as a logged-in account.
Adds a shared management screen (overview, browse, settings) and the grouped
stats quartz needs for it, and reuses EventSync for the history backfill.
