Claude 08a0846919 feat(amy): cordn migrate export stands the home down; migrate resume ...

amy built its coordinator registry without the handoff guard, on the grounds
that it has no sync loop to stop. But the next run that sends from an
exported home forks the group as surely as a second phone. export now sets
the app's handoff flag, in the same file; every verb that opens a session
refuses with handed_off; import clears it; and migrate resume takes a home
back after a handoff nobody imported. migrate.sh checks the stand-down and
the resume.
