Bumps app to 1.19.0 and appCode to 464, points RELEASE_NOTES_ID at the
v1.19.0 note, adds the release to the Flatpak metainfo, and moves the
Quartz coordinates, geode file names and release-script examples in the
docs to 1.19.0.
