Claude c009001a11 fix: clear build and lint warnings across modules ...

Compiler warnings (all modules, all targets):
- quartz/commons/commonsUI/desktopApp tests: replace impossible/useless
  `is` checks with assertIsNot/assertIs, drop redundant `!!`, casts and a
  needless lateinit, opt in to ExperimentalCoroutinesApi where used
- TrustNetworkState: drop a null check on a non-null dTag
- ImageDownloader: URL(String) is deprecated; build it via URI
- CalendarDateTimePickerButton: drop redundant Int conversions
- VideoControls: onSkip is already smart-cast non-null
- MediaRelayTest: infer header-map key type from the source so the
  null-key filter is not dead
- Documented suppressions where no replacement exists: Material3's
  hover RippleAlpha, legacy GitReplyEvent notifications

Android lint (play/fdroid x debug/release, nappletHost, benchmark):
- Remove 123 unreferenced Android string/plural keys from every locale
  and 10 unreferenced drawables
- Primitive state holders instead of boxed mutableStateOf
- LocalResources instead of LocalContext.current.resources
- Lambda offset for the animated geohash pin
- Menu.isEmpty KTX extension
- nappletHost: pick Theme_DeviceDefault below API 29, where the DayNight
  style id does not exist
- Documented suppressions for verified false positives (inlined API
  constants that are guarded or harmless, the framework-internal
  getIdentifier lookup, the crash handler that does delegate)
- androidTest: Modifier factory as an extension
