Update CHANGELOG for pending 0.2.1 bug fixes
Captures three fixes landed on maint since 0.2.0 that were not yet recorded: the bloom-filter greedy-tree fallback fix, auto-connect reconnect on graceful disconnect (#60), and fipsctl mesh-address rejection (#61).
