Johnathan Corgan 667c406fa7 Merge maint into master: further v0.5.4 fixes
Path MTU recovery, the UDP encrypt-worker MTU check, the TCP receive
bound, the 1357-byte default UDP MTU and its start-up warning, spanning
tree root adoption through unmeasured peers, inbox relay list reading,
the OpenWrt gateway start, the fd00::/8 policy rule, the log of a start
that changes the node's identity, the native deadline readback test at
any kernel HZ, and documentation corrections.

The UDP encrypt-worker MTU check sits before master's peer.seal, so no
counter is reserved for a refused frame. The start-up MTU warning runs
where master's supervisor opens the TUN, after the MSS ceiling is
seeded, and uses master's existing IPV6_MIN_MTU. Its guard asks
whether any transport is bound, as master's transport_mtu does, so an
Ethernet transport whose interface is absent does not draw it; the
pfSense README's note on loss above the effective MTU is brought up to
the new default. Master's Ethernet
transport rebinds through its own binder, so its source is kept and
only the rebind tests carry over; the bound-index test, which tests the
maint socket helper, is left out, and the same-index test is kept
although master's binder fails it. Master acts on the FSP startup
epoch, so its session-layer restart text, prior-work entry and
handshake comments are kept. The new namespace tests are inventoried in
testing/ignored-tests.txt. The Ethernet rebind changelog line stays off
master, whose changelog already describes its binder.
