Johnathan Corgan f37b6eac84 Create the RPM container build's scratch directories with shared_tmpdir ...

build-rpm-container.sh made its staging and name directories with a
bare mktemp -d inside the output directory and swept stale siblings
itself. The placement was right, but the bind-mount temp-directory guard
now requires every directory that becomes a docker run -v source to come
from shared_tmpdir, so the guard failed on this file. Create both with
shared_tmpdir --sweep, drop the script's own sweep, and mark the mktemp
that runs inside the container, which is never mounted.

A --no-build or --bin-dir run no longer sweeps stale .stage directories,
since it creates none; the next full build sweeps them.
