Johnathan Corgan 41f64704f6 Correct the RPM comments that say fips-dns-setup waits for fips0 ...

fips-dns-setup no longer waits for the TUN interface. The spec's reason
for queueing the restart rather than waiting on it is the daemon's own
restart, which fips-dns.service is ordered after, and the RPM install
test's reason for polling is the resolver restart before the backend
file is written.
