- fips-configuration.md: add node.identity.persistent parameter and
  three-tier identity resolution documentation
- fips-intro.md: update ECN description from "reserves space" to
  reflect implemented hop-by-hop CE signaling
- README.md: update transport list (UDP, TCP, Ethernet), add
  persistent identity mention
