Prepare the patch release containing certificate trust dependency fixes,
patched OpenSSL selection for Nix builds, and the merged announcement
expiry deletion guard. Keep Security before Fixed in the dated changelog
and retain the NixOS operator guidance.

Synchronize Cargo's package and lockfile versions with the NixOS module;
the flake derives its version from Cargo. This commit changes release
metadata only and does not publish artifacts or update deployments.

Validation: locked offline Cargo metadata, formatting, Nix module parsing,
and diff checks pass. All 14 focused announcement-expiry regressions pass
at version 3.0.10. Full exact-commit CI, container qualification and the
previously recorded archive/publisher gates remain open; local refs are
prepared at the user's explicit request for a later manual push.
