Release the NIP-77 allocation fix, reflected-path escaping, per-ref tag authorization and older-Git staged-history fix alongside the dependency refresh.

Align the Cargo manifest, lockfile and NixOS module at 3.0.8 and date the changelog. Flake packages derive the version from Cargo; grasp-audit remains 0.2.0. This commit changes release metadata only and does not deploy services.

Validation: the parent passed full workspace tests, all-target Clippy, formatting and production compilation. Locked Cargo metadata, Nix version evaluation, module parsing, release CLI and script checks, and diff checks pass.
