Bring direct dependencies to their latest published releases, including base64 0.23, bitcoin_hashes 1.2 and tokio-tungstenite 0.30, and refresh compatible transitive dependencies. Remove obsolete Hash imports and explicitly retain hash hex formatting.

The rust-nostr crates already use their latest releases. Preserve their upstream dependency constraints, including crypto-common pinning generic-array 0.14.7. The negentropy security fix is isolated in the preceding dependency commit; no service configuration, Git dependencies or release version changes are included here.

Validation: the full locked offline workspace test suite, all-target Clippy with warnings denied, formatting, production library/binary checks, Nix package derivation evaluation and diff checks pass.
