DanConwayDev 9c31db9b6f test: isolate persisted startup REQ concurrency
The startup regression previously spent its setup budget syncing 2500 roots incrementally. Under the native Nix sandbox this timed out with only 1498 roots indexed; a focused run completed, confirming CPU-sensitive setup rather than a subscription rejection.

Preseed the stopped relay with the exact signed root inventory and matching Git repository, verify all 2500 roots in LMDB, then require source-only descendants and confirmed historic completion. Delay proxy EOSE asynchronously for six seconds so the current one-second query pacing still exercises overlapping requests and the five-request bound. Preserve the default proxy delay and cancel queued responses on close, replacement, or backend closure.

This tests populated-index startup, not incremental discovery throughput, and changes no production scheduling or test deadlines. Seven focused REQ tests passed, including an excessive-demand proxy negative control and cancellation check; strict sync-target Clippy and formatting passed.
